Copilot Studio 2026 Update: From Chatbots to Governed Agents

A business-focused review of notable Copilot Studio changes in 2026, including the new agent experience, skills, memory, computer use and governance.

The product is expanding beyond conversational answers

Copilot Studio is increasingly positioned as an environment for agents that can use knowledge, call tools, delegate to other agents and complete work. That expands the potential value, but it also expands the governance surface.

Microsoft’s June 2026 notes describe a production-ready preview of the new agent-building experience, reusable skills, persistent memory and connections to organisational context. Other 2026 updates include computer use, agent inventory, evaluation and additional identity controls.

Capabilities to evaluate carefully

  • New agent experience: an enhanced orchestration runtime is available alongside the classic experience.
  • Skills and memory: reusable instruction packages and persistent per-user context can support richer experiences, but require lifecycle and privacy decisions.
  • Computer use: generally available functionality can operate browsers and desktop applications on behalf of users.
  • Multi-agent design: agents can delegate to specialised agents, increasing the need for clear boundaries and tracing.
  • Evaluation and inventory: test sets, analytics, readiness status and inventory capabilities support a more managed operating model.
Governance principle

Grant an agent only the knowledge, tools and identity permissions required for its defined job. Treat each action path as a controlled business process.

A practical pilot structure

  1. Choose one narrow job with a named process owner.
  2. Define approved knowledge and permitted actions.
  3. Create evaluation examples before building.
  4. Test failure modes, hand-offs, permissions and audit evidence.
  5. Measure task completion and user effort, not only response quality.
